The crop loss in transplanted paddy in rain-fed
conditions is more than 50 per cent, Balangir district being the worst-affected
in the drought, the Central team which on October 6 to 8 visited eight badly
drought-hit districts has said in its report to the Government of India.
The team headed by Additional Commissioner,
Ministry of Agriculture, Dr DP Mallik visited the districts of Khordha,
Kandhamal, Boudh, Subarnapur, Balangir, Keonjhar, Bargarh and Dhenkanal.
“The percentage of total paddy area affected
due to dry spell is in the range of 5.41 to 45,67 per cent. The area affected
in term of percentage to total paddy area is higher in Balangir (45.67%) and
minimum in Dhenkanal (0.03%),” the team’s report said.
The State Government has notified 139 blocks spread
over 21 districts as drought-hit and has also identified that the crop loss was
reported over 5.23 lakh hectares of land in the State.
In the eight districts, the Central team report
said a total of 14.60 lakh hectares was under Kharif paddy cultivation. Out of
this, crop in 2.60 lakh hectares is affected due to moisture stress.
“Paddy is severely affected due to moisture stress
in all districts except Dhenkanal. Maximum area under paddy was affected in
Balangir district (8,3095 ha) and minimum in Dhenkanal (291 ha),” the report
said.
The paddy in low land is transplanted very late,
i.e., up to mid-September and old seedlings (30-50 days old) were used. The
late transplanting, old seedling and moisture stress hampered the growth of the
crop.
The Central team’s report has made certain
suggestions for improvement of cultivation in the coming Rabi crop.
On the deficient rainfall, the report said that the
rainfall received in all the eight districts is less than the normal and the
rainfall received during the year 2014 was normal. It received only 811.40 mm
to 1080.19 mm rainfall in 2015.
