The State Government on Saturday increased the Biju KBK Yojana fund from Rs120 crore to Rs250 crore.
Chief Minister Naveen Patnaik taking a decision in this regard said the Biju KBK fund was increased as the Centre has stopped assistance for development in the Koraput, Balangir and Kalahandi regions. The State Government would bear the excess expenditure of Rs130 crore from its own fund, Patnaik said.
The scheme would be implemented in eight districts under the KBK region from this year, informed an official release.
Notably, the State Government has been implementing the Biju KBK Scheme since 2006 with annual budget of Rs120 crore.
The Union Government has stopped giving usual assistance of Rs130 crore for the development of the region for the current year.

Advising farmers not to sell their paddy directly to the millers, the State Government on Saturday decided to open 3,000 mandis (procurement centres) for procurement of kharif paddy directly from peasants. The procurement would begin from November 15.
Food Supplies and Consumer Welfare Minister Sanjay Dasburma along with his Department Secretary Madhusudan Padhi and other senior officials on Sunday held a meeting here with farmers’ representatives and millers coming from all districts to streamline the paddy procurement process.
Dasburma told reporters the paddy procurement automation system (P-PASS) which had been implemented in 60 blocks last year would be extended to 100 more blocks this year.
With regard to payment to the farmers, he said the farmers who would sell their paddy would be credited online to their accounts through P-PAS from this year directly.
Maintaining that his department has set a procurement target of 23 lakh metric tonnes of Kharif paddy and seven lakh metric tonnes of Rabi paddy this year, the Minister said a decision has been taken to procure more paddy if necessity arises.
He added that the State Government would request the Centre to increase the minimum support price (MSP) of paddy.

4 MORE FARMERS COMMIT SUICIDE

Four farmers on Saturday committed suicide in Nuapada, Balangir, Jajpur and Dhenkanal districts due to crop loss and also being unable to bear the burden of loan taken for cultivation.

Sadhu Nial (40), a small farmer of Komna town in Nuapada district, committed suicide on Friday evening by hanging himself from the roof of his house. It is the fourth case of farmer suicide in the district this year.

Sadhu’s father Amgad Nial belonged to Charpani village of Turekela block in Balangir district. Angand migrated to Nuapada district in 1965 and settled in Komna in a small piece of Government land. The family has three acres of ancestral land at Charpani, which brings 20 quintals of paddy every year. “This year, the yield was only two quintals which was given as wage to the labourers engaged in harvesting,” said Sadhu’s wife Urmila.

Sadhu had taken a hand loan of Rs15,000 from a moneylender. In addition, Urmila also took a loan of Rs30,000 from the Rajguru SHG. “He became worried about repayment of the loans as the crop failed and must have taken the harsh decision to end his life,” added Urmila.

Sadhu was the sole earning member of the family. The burden of managing the family with two children and old parents has now fallen upon Urmila.

In Dhenkanal district, Bhramarbara Naik of Ostapur village in Odapada block ended his life by consuming poison while Sadhu Laguri of Garania village in Sukinda block in Jajpur district also took the extreme step being unable to bear the crop loss due to scanty rainfall and loan burden.

In Balangir too, a distressed farmer identified as Laxmidhar Putel of Belpada committed suicide by consuming pesticides. Family members said he was in mental stress due to the crop damage and loan.

Meanwhile, concerned district administration officials started investigation to ascertain the exact reasons of the deaths.
